ABOUT MATT

Matt Hugel brings extensive experience in economic development, capital programming, and transportation planning to his role at Midtown. With a Master of Real Estate from Harvard's Graduate School of Design, his expertise spans finance, urban design, GIS, and public-private partnerships.

Before joining Midtown, Matt led transformative transit-oriented projects across Florida, Colorado, and Maryland. At Brightline, he played a key role in securing over $4 billion to launch the nation’s first private passenger railroad and designed an innovative first-mile/last-mile shuttle systems to improve commuter connectivity.

As Development Manager at Cross Street Partners, Matt returned to his native Baltimore to lead the redevelopment of Penn Station, securing over $15 million in multi-modal infrastructure funding, advancing impactful initiatives like the Jones Falls Gateway Project, and managing the completion of a DHCD-funded district master plan. His work has consistently emphasized collaboration, connectivity, and regenerative urban development.

At Midtown, Matt continues to focus on projects that enhance public amenities, celebrate Baltimore’s heritage, and foster vibrant, connected neighborhoods. This role involves managing budgets and securing funds for Midtown’s programs, identifying trends to improve deployment and advocacy efforts, and working with agencies and stakeholders to actualize community vision plans.

Outside of work, Matt volunteers with the Baltimore Greenways Trails Network and serves on the board of the Greater Baybrook Alliance. He enjoys spending time with his fiancée and their two cats, Kodak and Hopper.
