Benefits District
The Midtown Community Benefits District is a neighborhood advocacy and improvement group created by a voter referendum in the mid-1990s to strengthen the neighborhoods for all who live and work here. We strive to provide consistent services in order to ensure a clean, green, and safe community.
Within the 144-block Midtown District, our organization serves over 4,000 properties and 17,400 residents, providing cleaning, greening, and safety services as well as community advocacy and activities. A property-tax surcharge funds our work across the District, and a Board of Directors, composed of a variety of Midtown stakeholders, guides our operating principles and fiscal management.




One of a limited number of Community Benefits Districts within Baltimore City, The Midtown Community Benefits District works hard to provide clean streets and sidewalks, maintain neighborhood parks, public spaces, and trees, and help keep the streets safe for our constituents. Our management team advocates on behalf of the entire Midtown District, partnering with community leaders, Board members, and constituents to positively impact the day-to-day lives of everyone who lives or works in Midtown. We work tirelessly with community associations, educational, cultural and non-profit partners, government agencies, and businesses to expand our outreach, and partner on a variety of initiatives that ensure Midtown’s success.
Midtown provides multiple services in the district including:
Cleaning streets, gutters, sidewalks and alleys (with litter vac machines and by hand)
Maintaining trees in the parks and on the street (watering and pruning)
Advocating for district-wide needs and representing the communities’ interests
Cleaning approximately 25 parks and public spaces
Removing bulk trash
Assisting communities with street tree plantings
Collecting leaves in streets, sidewalks, and parks
Emptying 173 public trash cans 7 days a week
Providing safety patrols
