Midtown has a staff of twenty full-time employees and two part-time employees. Additionally we have City Youth-Works Volunteers and community service volunteers who assist in our work.

Executive Director

Michelle Wirzberger

128A member of the Maryland Bar since 2004, Ms. Wirzberger’s professional experience has been nontraditional. A champion of communities, Ms. Wirzberger believes those who have organized to keep the streets of their community safe and clean should have a voice in determining what types of business and/or development is situated within their boundaries. Much of her professional experiences have enabled her to ensure that occurs.

Previously serving as the Director of Legislative Affairs for Baltimore City Council President, Bernard C. “Jack” Young, Ms. Wirzberger has also worked as a Staff Attorney for the Community Law Center (CLC), a nonprofit law firm. During her tenure with the CLC she represented communities in hundreds of cases before the Board of Liquor License Commissioners for Baltimore City. As a result of her efforts, many problematic establishments agreed to change their ways and enter MOUs with community associations or were closed.

In addition, Ms. Wirzberger’s professional experiences include the following positions: Communications Director for the National Correctional Industries Association (NCIA); Community Organizer for Citizens Planning and Housing Association (CPHA); and Legislative Aide for Delegate Michael Dobson.

Ms. Wirzberger has also managed and/or worked on various federal, state, and local political campaigns in both Maryland and Pennsylvania.

As executive director Michelle supervises staff and oversees day to day operations. She attends community meetings in the four neighborhoods that make up Midtown, and is committed to building and maintaining relationships with the various City agencies and local businesses. Michelle facilitates the work of the board of directors in advancing the District’s mission and strategic plan.

Deputy Director

Peggy Smallwood

Peggy Smallwood is our deputy director. She has over 15 years of managerial and human resources experience and holds a B.A. in Human Resources. Ms. Smallwood is accountable for all aspects of project management and office administration for the District including fiscal management, maintenance of office systems, telephone communication systems and accounting. She oversees OSHA record keeping and safety training programs. She supports the efforts of each team to determine human capital needs for the program to include: workforce planning, job analysis, training and mentoring, recruitment.
